Procedure 8800.3 - Allowable Uses Of School Based Learning Resource / Library-Learning Commons Funds


1. 

LEARNING RESOURCES FOR CLASSROOM USE:  ALLOWABLE EXPENDITURES

1.1. The allowable use of school-based learning resource funds for classroom use is limited to print and non-print materials, including software, that are listed in the Learning Resource Services (LRS) catalogue and have district recommended status. Schools wishing to purchase learning resources that are neither district recommended nor listed in the district catalogue may use other sources of funding.  Exceptions to resources that do not appear in the LRS catalogue but may be purchased through school-based funds include the following:    
a)Print
Print resources such as atlases, dictionaries, and sheet music
b)Digital Resources
Digital resources, including e-books and online subscriptions, provided the publisher’s Terms and Conditions are adhered to as applicable in Canada
c)Supplementary Video Content
Optical and streaming formats that are licensed according to Canadian Public Performance Rights for educational institutions
d)Supplementary Audio Content
Audio-recordings and streaming formats according to Canadian Public Performance Rights for educational institutions
e)Printing Costs
Printing expenses incurred for the copying of district approved resources that are licensed according to Canadian Copyright Rules
f)Consumables
District Recommended Workbooks.
g)Manipulatives
Non-consumable materials that support the development of concepts and skills in curriculum areas such as math, science and social studies. These may include, but are not limited to, blocks, geo- boards, kits, maps, globes, posters, microscope slides, models, and games.
h)Technology
A maximum of 30% may be used for the purchase of computer and technology hardware for instructional purposes. Schools may apply, on an annual basis, to vary the technology recommended percentage up to 50%. District approval for this variance must be obtained from the school’s area assistant superintendent.  In exceptional circumstances, schools may exceed 50% with approval from the area assistant superintendent. 

2. 

LIBRARY-LEARNING COMMONS FUNDS 

2.1. Library-Learning Commons funds may be used to acquire materials as selected by a teacher-librarian and approved by the school’s principal or vice-principal for inclusion in a school’s Library-Learning Commons collection. Library-Learning Commons materials are typically evaluated and selected by the teacher-librarian, usually in consultation with school educators. 

3. 

RESTRICTED EXPENDITURES

3.1. The first priority for Classroom Learning Resource and Library Learning Commons funding is to support student learning. Classroom Learning Resource / Library Learning Commons funding shall not be used for:
a)Salaries.
b)Professional and / or in-service fees.
c)Capital expenditures (other than the technology exception above).
d)Administrative software or hardware.
e)Office supplies – Including those that support a learning resource or library program (ex., tape and labels).
f)Other material that does not fit into the definition of a learning or library-learning commons resource (ex., PHE equipment and furniture)
