Policy 6511 - Site Improvements & Maintenance

SCOPE OF POLICY

This policy provides direction to management with respect to sites that are actively utilized. Insofar as funding permits, sites are to be developed to meet Ministry of Education standards at the time schools are constructed, and thereafter maintained for optimum use.

SITE IMPROVEMENTS

Site improvements are activities that physically improve a site and can be new, additional or replacement items. These activities are separate from building improvements and include such items as adventure playground equipment, outdoor basketball courts and backstops, running tracks, tennis courts, parking lot upgrading, vegetation planting, and other such amenities that would exceed $500 in cost.
In general, site improvements are not provided from Maintenance operating budgets. Administrative Officers are responsible for seeking funds and making application for such improvements.

DONATIONS BY VOLUNTEER FUND RAISERS

The term “Volunteer Fund Raisers” will be used herein to refer to Parent Advisory Councils, schools, individuals and organizations.
Site improvements which are financially supported by volunteer fund raisers may only be constructed on school district property under the control and direction of the secretary-treasurer in order to ensure district standards and the requirements of the Builders’ Lien Act are satisfied.

BOARD FUNDING

To the extent to which funds are available, the board will contribute to funds raised by volunteer fund raisers, in accordance with school district Regulation #6511.1 – Site Improvements: Development & Maintenance.
When the board intends to provide site improvements and assumes the entire cost thereof, it shall include appropriate sum in its annual capital, local capital or operating budget.

QUALITY AND DESIGN

The board’s prime concern with respect to site improvements is that they are of such a design and quality that they provide safe recreation and physical activity for children.
Where appropriate, all equipment and materials must be CSA approved. The materials will be durable, require minimal maintenance and be fabricated of materials which will not splinter, become abrasive or deteriorate through normal use.
To this end, all equipment and materials installed on district premises must meet the manufacturer’s installation standards, and any other standards established by the school district.
