Eligibility Guidelines
Ministry of Education and Child Care (MoECC) funding is provided for students who, along with their parent/guardian, are considered “ordinarily resident” in British Columbia as outlined by the MoECC Eligibility of Students for Operating Grant Funding (2023), and established under authority of School Act Section 82 and School Regulation Section 16:
According to the MoECC, ordinary residence is determined by considering the parent’s or legal guardian’s ongoing presence, community connections, and intent to live in B.C. on a continuous basis. Immigration status is relevant but the determination of whether a person is ordinarily resident should never be based solely on the person’s immigration status.
